Either way low TP dogs are added to the system. Newbies tend to not know about maxing and will breed with other non maxed dogs. If I get low to dogs that I keep, I breed them to a higher TP dog that is maxed. Several people do this. No matter what there will be low TP dogs in the system. 1 dog you retire can be replaced with 3-4 other ones.
It is the buyer's choice, what they do with any dog. I retired that dog because of it's extremely low TP.
