Think of it as you having room for 10 dogs at your kennel irl. If you have 15 dogs despite only having space for 10, those dogs are not going to be very happy and will run away, or get taken away because you are unable to give them the necessities that the dog needs to live a happy, healthy life due to having more dogs than you have space for.

The dogs running away are to keep people from breeding indefinitely and having way more dogs than slots. If you do not wish for your dogs to run off, make sure you have enough kennel space before breeding or buy more dog slots. Remember, dogs under 2 months share a slot. But once they hit 2 months, they all need their own dog slot to live in.
