It doubles the amount, like if you get a .3, it'll be a .6. With a scholar collar you can get up to 2 points. IE: scholar gives you .6, you get 1.2. Yes, you can get both perks.

Both will double, and you can buy both on both accounts, they aren't limited time.

Is it possible to buy both perks? & what does it mean by "doubles training amount"? Is that like a scholar collar? What if I have a scholar collar on AND the trainer perk?
