Hi. Thank you for telling me. I've had an account on Howrse and it is pretty fun. :)
The easiest way to get dog slots is to go to My Kennel (under Life). Under the table of your dogs, there's a button where you can purchase slots :) When the amount you pay exceeds $15k, it is cheaper to buy them with bones.
You also get dog slots when you upgrade and when you buy a custom dog.
