Dang. So, a little, little kid who doesn't really understand it all. :c Hopefully, a solution comes out of this.
If nothing gets done and the dog doesn't get taken away, you could always try and talk to not, who seems to care more about the dog than the lady in this instance. Depending on how old he is, he might try and help. But if he's a little kid... not as much.

Good on you for calling someone! Unfortunately, there are a lot of loose dogs around here that tend to turn up at my house. A lot of them are incredibly shy and will roll over, showing their bellies if you so much as look in their direction. :/
I do what I can for them. Some of them go to the shelter. But, if they're truly someone's pets, then they shouldn't be skin and bone, have skin infections and wounds all over them. :/ It's just for the better, and I can't keep all of them. The black dog on my Instagram... Man. I wish I could have kept him. Nice dog, but so, so thin. And seeing the owner roll up my driveway and yell at the dog to come, yeah...

I definitely prefer dogs to cats. xD I'm actually quite allergic to cats, so it'd be a dumb idea to get one. I don't hate cats; I'll play with them and all, but I wouldn't want to own one because of my allergies.
Every person and dog are different. Only you can know what is best for your lifestyle. The important thing is getting a dog that suits YOU. It doesn't help a rescue to be handed back over to the shelter. And it doesn't help a purchased dog from a breeder to be handed over to a shelter.
I've had the pleasure of working with many dogs, and I definitely do love the working drive of shepherds, which is a lot like me. xD I love my corgo and he suits my goofy side, but he's much too old to be trained for service work and does not have the right drive for it. He just wants everyone to pet him. xD

I know the feeling exactly, and I'm not judging you in the least. For example, I am in the market looking for a dog to be trained as a service dog for me. I'm open to nearly any sporting or herding breed, because they tend to be most work orientated and wanting to work with people.
Don't get me wrong, shelter pets are great, put for what I need the dog for, it is better to go to a reputable breeder who has done hip, elbow, and eye testing on their dogs, so that there won't be any unexpected genetic problems that would put my partner out of service too early. Point in case is, shelter dogs are great pets. Working dogs, possible, but you never know how an adult was raised as a puppy and what they've been exposed to.
It sometimes is just a matter of what you want/need in a dog. And if you're looking for a pet or family dog, shelter pets are great. Even if you're looking for a nice pet, you shouldn't be judged for going to a breeder. Some parts of the rescue community can be bad about this, that you're a bad person for not adopting.
However, a dog needing a home, is still a dog needing a home, no matter where it came from. :p
I am looking at a Dutch Shepherd pup who was purchased from a breeder, but the family thought she was a crazy dog, and gave her back. The breeder's friend is now looking to rehome her. Not because she's a bad dog, but because the people who bought her didn't understand her. Poor dog, seems so sweet, but just needs a bit of patience and work.

I donated them to the children. ; . ; It's a bit sweet thinking that some kisd could be loving on them the way I used to love on my lamb plushie that I'd had since I was a baby.
