18+ Forum Clarification

So, I've seen conflict brought up a couple times from the 18+ forum. A lot of moderators (and now trickling down to players) are saying that "18+" is completely indiscriminate, and that anyone under 18 is strictly prohibited. I don't think there was proper communication applied here, as there is a rift in what admins/mods say about it.

When it first opened, I wasn't 18. I asked Rob directly whether the title "18+" was just referring to content, or if it really was only for players 18 and up. I got an almost unanimous chat response (as well as from Rob herself) that it was fine if I, among others, went in there. As long as we did not blatantly advertise our ages or get offended by the content. ("LOOK. I'M POSTING IN THE 18+ FORUM!!!111!!!")

Now, the TOS, Rules, and 18+ rules do not explicitly state you MUST be 18 to use it.

The pop up asks you to confirm that you are 18 and not offended by content, however, there is nothing preventing the under 18 crowd from reading these and no rules saying they cannot read. So what's the difference for participating.

I'd like to suggest that either the name be changed (Perhaps "M" board?) or rules explicitly explaining who can use it be added somewhere.
